Nursing home law suit (not against the nursing home) question...?

Hi. My nursing home recently underwent a state inspection. This is actually the third one this year by the state. We have ped all previous inspections but during this one, error upon error was supposedly found and things were not up to code. How is it possible that previous inspections did not spot any of these. On top of that, the inspectors made pointless requests (e.g. asking for 350 copies of the same sheet, front and back, just to test us to see that we stamped every single one of the papers) and acted very rudely and snobby to us (the employess, the bosses and also the relatives of the residents of the nursing home). They came unexpextedly, as most inspectors do, but also caused us unmeasurable stress. 3 nurses quit on the spot and we have 30 days to pay $300,000 and correct ALL of the things supposedly "not up to code". Can we (the home) file a law suit? Who should we file it to, the state? What type of lawyer should we hire?
