Should I let my friend with 4 cats and a dog in desperate need move in with me?

It's a very difficult situation. I hope it's a warm climate if she is staying in a storage unit. All I can think of is see if she can put the pets in a shelter that will agree to give the pets back to her when she gets on her feet. She doesn't sound like she keeps her word though and she doesn't sound too responsible. I know you feel bad but this is not really your problem. I guess you and your husband have to sit down and have an honest talk with her and tell her about your concerns. Don't feel guilty whatever decision you make. Good Luck
