Question about owning/building a rally car race track in Vermont?

I went to the Wolf Chase rally this weekend with my 2005 subaru wrx/STI and had a blast. Then it dawned on me, I want to buy a house in VT anyways so why not buy some land while Im at it and oh yeah lets build a rally track. The problem is that Im not too familiar with the laws concerning rally car racing. I did a little research and im pretty sure I need a permit and to have the track inspected before every race and follow a bunch of safety guidelines and have a crew on-site for medical/fire emergencies but I wish I could talk to someone who actually knows about this. Do I need a permit for every race? The fee i saw was $800 i really dont want to pay that per race, I would actually like to MAKE some money off of this to pay the taxes, track maintainence, wages, and eventually the land itself. anybody have any feedback on this???? and btw I am DEAD SERIOUS so no jokes let a man live his dream and you are all invited
