Question about removing carpet?

My mom's basement recently flooded and now she wants me to remove part of her carpet. She claims that the only tool I'll need is a razor knife. It's basically just a carpet laid over the cement basement floor. I don't know whether the installer attached it to the floor with an adhesive substance of some sort. I doubt it, personally. I have to remove the section of the carpet that is soaked. So, will a razor knife suffice? Or, do I need a stronger cutting implement?
